UK driving licence holders can exchange directly for a UAE licence - no driving test required. This is one of the few admin steps that's faster and easier in the UAE than in the UK. The whole process can be done in a single afternoon with the right paperwork.
This guide covers the Dubai and Abu Dhabi processes, the document checklist, the costs, and the small gotchas (eye test, NOC, photo specs) that catch new arrivals.

What qualifies you
Direct exchange (no test) is available if:
- You hold a UK full driving licence - Category B (car) is the most common. Category C (HGV) and D (bus) also qualify.
- The licence is still valid - expired licences cannot be exchanged. Renew via DVLA before you move if needed.
- You hold a UAE residence visa - entry permits don't qualify for licence exchange.
- You have a UAE Emirates ID (or at least the application receipt - different emirates have different rules here).
Not eligible:
- Provisional UK licences - must take the full UAE driving test instead.
- Expired UK licences - renew first.
- International Driving Permit (IDP) - gets you driving for the first 6 months as a tourist, but does not exchange.
Dubai process
The Dubai exchange runs through the Roads & Transport Authority (RTA) via approved licensing agencies.
1. Confirm your UK licence is valid

2. Get a UAE eye test

3. NOC from your employer (sometimes)
1-3 daysMost private-sector employers don't require this. More common for government employees or specific freezone setups. Ask your employer's PRO before assuming you need one.
4. Apply at an RTA-approved licensing agency
1-2 hours in branchVisit Emirates Driving Institute (most popular with expats), Galadari, or Dubai Driving Centre. Bring all documents. Staff process the exchange application and submit to RTA. Book online to skip the queue.
5. Receive your UAE driving licence
Same day to 3 daysMost cases: same day or within 24 hours. The licence is issued for 10 years. AED 200 licence fee on top of agency processing fees.

Abu Dhabi process
The Abu Dhabi process runs through the Department of Transport (DoT) and Tamm (Abu Dhabi government services platform).

Sharjah process
Sharjah follows broadly the same rules - UK direct exchange via Sharjah Police's licensing department. Slightly less digitised than Dubai or Abu Dhabi, but the document checklist and costs are similar.
Driving in the UAE before you exchange
Two interim options for your first weeks:
- International Driving Permit (IDP) - get one in the UK before you leave (£5.50, valid 12 months in the UAE). Lets you drive on a tourist or new-arrival basis but does not exchange - you still need to do the formal exchange once your residence visa is stamped.
- Rental cars on a UK licence - most UAE rental agencies accept a UK licence + IDP for rentals during the first 6 months of arrival. Beyond 6 months, expect agencies to require a UAE licence.
Car insurance in brief
UAE car insurance is mandatory:
- Third Party Liability (TPL) - minimum legal cover, around AED 1,000-2,000/year for a typical car
- Comprehensive - most expats choose this, AED 2,500-5,000/year for a typical mid-range car
Major insurers used by UK expats: AXA Gulf, RSA, Oman Insurance, AMAN (Dubai Islamic Insurance), Watania, Orient Insurance.
Your UK no-claims bonus doesn't transfer automatically, but most insurers accept a letter from your UK insurer confirming claim-free years - this often unlocks a 10-30% discount.
UK reciprocal arrangement (the fine print)
The UK has a reciprocal driving licence arrangement with the UAE. This is what enables the no-test exchange. The arrangement applies to:
- UK (full licences only)
- Several other countries - varies. Check with the relevant licensing authority if you're not UK-issued.
If you've held UK and UAE licences in succession, your UK licence remains valid in the UK on visits.
Common gotchas
- Photo specs: photos must be recent, white background, no glasses or hat. UAE photo standards are stricter than UK passport photos. Most opticians and licensing agencies have a quick photo booth.
- "Resident visa stamped" requirement: some licensing agencies will refuse an entry permit alone - they want the residence visa fully stamped in the passport. This is a 5-10 day delay relative to your Emirates ID. Plan for it.
- Expired UK licence: cannot be exchanged. Renew via DVLA from abroad (allow 3-4 weeks).
- Letting your UAE licence lapse: a UAE licence not renewed within 30 days of expiry attracts fines. Renew on time.
- Salik (Dubai toll) registration: separate from licence. You register a Salik tag against your car (not your licence) once you own one.
- Driving fines: linked to your Emirates ID and the car's traffic file. Pay via the RTA app or by visiting a service centre. Fines accumulate quickly on Sheikh Zayed Road radar.
